Cross says as a matter of fact "So you killed relief workers can't say I surprised by those actions." Goku did feel guilt realizing that Cross' people were working as workers in camps and helping people. 

Cross says "In order of every thing Gogeta: We are associated with you so that dos not matter, after the battle we had its far easer to blame us and/or another person that ruled this reality is making there moves. It dos not help our group really has bad PR."
 
"But... I saved your captain!" Cuki cried out. "Don't you think that's worth anything?"

Zenta remained silent throughout the ordeal, watching Cuki's emotions spike in and out, specifically towards her friends. He noticed a drastic change in all the Breakers and knew little about the new ones.

I see, so the actions of a few rippled throughout the entire group. The city in ruins will definitely not lay good on their shoulders as well as the deaths of those in the city. Zenta gazed towards Gogeta's rebuttal. A villain..? Perhaps I am missing several factors here to understand, but this situation seems to have gotten national attention. I am afraid fixing this will not be easy...

"My, my, what a situation you Breakers have gotten yourselves into..." Zenta sighed. "While I am not aware of the things that transgressed in my time away, might I make a recommendation? Why arrest the Breakers when you can watch them suffer at the consequences of their actions? Be it one or several Breakers, a lesson will be learned by all. Those who committed the crime will have to hold the weight of their actions from those hurt by them. Those who remain innocent from the chaos will have to stand by and make sure everyone stands in line, all while enduring the painful side effects of a broken reputation."

Zenta smiled before placing his arms behind his back confidently. 

"Arresting the Breakers will not bring back those who perished but their image certainly remains tarnished. The struggle to reclaim their name will cause them all to clash. I believe the real culmination will be between themselves, figuring who to blame. Besides, I am quite sure the people of the city would rather see the Breakers fall and burn in their own misery than sitting comfortably in a cell for all eternity, yes? That sounds like a nice, peaceful place to meditate if you ask me. Allow the Breakers to be free but wallow in their consequences. Should they perform another crime, you are free to whisk them away, free of charge. But give them a chance to learn. Hindrance creates ignorance."
 
While objections were exchanged with Detective Goku, Bernkastel watched the others argue with him, thinking things over in her head. As much as Bernkastel hated to admit, there were some kernels of truth to Hart's words. The morale was so low all of them were content to idle about and let people like the Coin Hunter plot against them in the shadows, not once even setting foot in the metropolis until recently. Instead of putting a stop to preventable fights, Bern chose to wallow in self pity and alcohol. The 3-year grudge she held against Vegetto was just a self-fulfilling prophecy of stagnation; everything seemed so pointless that she merely felt obligated to fight the Coin Hunter if only to satisfy boredom (even then, being turned into a coin sounded fine in her drunken stupor). Thinking about this, she slinked away from Zenta momentarily, placing herself between Gogeta and Detective Goku. It was almost comical considering how in that moment she was just an ordinary cat, weaker than even her own familiars.

"If I may speak my piece..." Bernkastel interjected after Zenta shared his thoughts. "There is no way I can recontextualize anything to sound positive. If even Hart saw me as the head of the Breakers, then the public must see me that way as well... yet I do not exhibit any qualities of leadership. Apathy, passivity... much of it happened simply because I chose to do nothing. They are not subordinates but I could hardly be called a friend-- if anything, I only treated everything around me with contempt."

Foolishly, she decided to simply accept her jaded perceptions as absolute truths when the reality was she didn't know anything about this world. In turn she let it guide her inaction and contradict her own mantra; she gave up before she thought about even trying, which was shameful in itself. Bernkastel was only able to realize that she had things to fight for through those around her-- but it shouldn't have required a fight with Ultraman that escalated the way it did.

"Whether or not I am a leader of this group, I shall take full responsibility for the destruction of the city. I also have taken Gogeta under my guardianship-- at my side at all times, he agreed I would teach him to restrain his immense power. He may call himself a villain, but his intentions are too soft... unhindered strength is too dangerous however." Bernkastel lifted her paws up with a shrug. "He may seem like a lost cause, but he grew on me against my better judgement, so I take responsibility for him too. If nobody else will teach him how to be a proper member of society, who better than a miracle worker like me? I can't do much behind bars though... oh well. I don't suppose you brought cat-sized handcuffs, did you? All you'll really need is me if you still demand satisfaction."
 
Cross says "I gest I was the only one that thought this group anarchic was in nature."
 
Panich halted in place at Cross and Detective Goku's demands. not turning around to face them, her eyes shifted into a glared at the both of them, despite seeming powerless now without the insane boost she had before. The princess reluctantly turned around and crossed her arms, remaining right where she stood at they spoke.
 
Brachi and Majin Bara remained silent as well, with Brachi having a rather dejected look on her face, showing that she just had about enough for the day and just wanted to have a bit of rest. She knew she wasn't exactly innocent herself, but what could she even say at this point? She then felt someone hugging her now, seeing Majin Bara having embraced her while staring at her with those puppy-dog eyes, causing Brachi so simply return the hug her Majin bestie gave her, evidently needing one right now.
 
Lucifer chose to remain silent about the demeanor. Instead, he’d simply just observed the exchange between the Breakers and the Detective. Its almost seems like he’s analyzing their words carefully.

Several Breakers made their arguments and weigh their opinions to convince the Detective to look from their point of view. Yet, the Detective did not back down from his decision. In one second, the Breakers seen the Detective walking towards them, and in the next, he’d standing in the middle of them, holding Gogeta in the air by the neck with his right hand. Standing firm in his position, the Detective turned his head slightly to the rest of the Breakers, using his left arm to adjust his glasses.

“As I said, you are not solely responsible for the damages done here for the last few weeks. How can anyone believe that you are—solely—the problem, when news network have caught others committing the same amount of destruction? Your efforts to absolved them from the blame will not work.”

Detective Goku turned to Zenta, marking the first time he had seen him. Judging from his appearance, and the way he speaks, the Detective noticed that he’s a bit different than the rest of the Breakers. Is he affiliated with these group? He pondered on Zenta’s thoughts—but when Bernkastel added her own thoughts onto the matter, that’s where he’d ultimately disagree.

“I have to disagree. What you are suggesting is letting them go, despite being in several instances of destruction, so they can learn from their mistakes. This have this opportunity not once, but four times, and still, they went off and repeated their efforts.” Detective Goku crouched down, grabbing Bernkastel by the back of her cat and lifted her off the ground. “Case in point, Bernkastel. She’d declared that she’ll be taking responsibility for Gogeta’s actions. Yet, this she took this task when Gogeta ravaged the city once more, cornered by the citizens’ anger over his actions. The moment she took to prevent Gogeta to reduced damage and come to an understanding, and both of them immediately toss that aside to fight Ultraman. Your suggestions is sound [Zenta]—in fact, could wager some sense, but their actions proved contradictory to your statements otherwise. And at any rate, that isn't justice, you are suggesting a glorified scolding at best, and letting them get away once again.”

The Detective turned to Bernkastel. “You claim that Gogeta’s intention was soft. Even you know that isn’t true—he will deliberately do anything to get what he wants. Only reason why he feels guilt now—isn’t because of what he had done, but rather, he doesn’t like the negative attention. Had Ultraman appeared once more, I guarantee see this fool will risk destroying the Valley for the sake of that fight. Your underestimate is noted, but utterly foolish.” Detective Goku said.

Spina narrowed his eyes. “At least let Bernkastel go. She technically hasn’t done anything, and this is truly her first offense. Gogeta is the dangerous one, I agree, but at least show some leniency for her. It’s like Zenta said, she can learn from this.”

“My decision is final.” Detective Goku said. “You have proven to be too dangerous to be given any formal chances. All of pleads fails to make any attempts for reconsideration.”
 
Gogeta grimaced as he was lifted up by the back of his neck. He barely had the strength to squirm, his careful gaze landing on Bernkastel in a means to make sure she wasn’t getting hurt.

“It’s ok best buddy; maybe we can practice more at this arrest place?“

He perked his head slightly, and as soon as Detective Goku finished speaking, a familiar voice rung out from behind the group in his warm, delighted tone.

“Perhaps it’s their dangerous nature that’s worth sparing, Son Goku!”

Gogeta blinked hard, his wide eyes watching the taller angel stroll up from behind the Breakers.

“Whis?! Is that you?“

Clad in a bright orange Hawaiian polo button shirt, khaki cargo shorts and bright blue flip flops that matched his skin color, Whis lightly bowed on his approach, his head turning slightly towards Zenta.

“Though I must say that although it is good to see your return my friend, wallowing is such a harsh term for our friends. I believe everyone in this world could use a brighter outlook on life after everything that’s happened here today!”

A pair of simple black sunglasses sat on his forehead underneath his long white hair. Whis turned his eyes slowly up to Detective Goku, his warm smile undeterred before continuing.

“And you; my oh my, how brilliant a mind like yours has come. However, these arrests are short-sighted; the Breakers have just saved us all for the second time. You and I have both seen what’s out there; there are more powerful threats to this realm that would love to see the Breakers crippled and weakened.”

He stifled a small chuckle.

“I’m sure your strength can handle a great many threats now, but can you defeat them all? Rather than waste their potential in prison, why not give Zenta and myself a chance to whip these Breakers back into shape? We did it once before with Doom; we can do it again.”
 
Brachi then blinked at hearing Whis' voice, turning around to face him. If Whis was back at this time... could this mean that... but then she realized once more what Doom had done, making her lower her head in sadness, which alarmed Majin Bara, whom instantly zipped away... and returned with a big bowl of candy, presenting it to Brachi in an attempt to cheer her up.
 
Cross says "I more annoyed with the fact you token out aid workers that only were there to do good."

Cross says "I doubt words will convince you. I trust you know how one these work by know." Cross takes out a memory Crystal and showed Goku what happened before the Ultraman fight(If I recall correctly Gogega did try to get Ultraman to fight somewhere else), the fight with Hart, and the what they seen at the end of the fight. Cross says "I trust you did research on these little Crystal and know that they don't lie."
