No More Heroes [Planning/Preview]

Hi, I have a question~ I see that High level time/space powers are banned. So that means low levels one is still allowed? And if so, what would you  consider low enough to be acceptable?
 
Lemme expand on Vii's question: Basically its in regards to two of my characters I'm planning. The first has the power to rewind or fast forward time in small increments up to but not exceeding 24 hours, the second has Temporal Healing/ the power to rewind time around person/animal/object.

In more detail: 

Bob's power: Several small rewinds or fast forwards a day.
Rules:
~number of times limited by how far back or forward he goes.
~ Powers drain energy. 
~ Used too much they cause migraines and or nosebleeds due to mental strain.
~If he jumps ahead or behind a day than he can't use his powers for nother 24 hours. So if he jumps forward he's s.o.l. Cause he'll just rewind to the time he jumped to: (Ie: jumps forward to Sat, can use powers again till Sun, and then can only rewind to Sat. iow: Can't return to Fri.)
~ Trying to go back more than 24 hours can and will kill the user unless there is power from another source even then its very dangerous and should only be attempted in the most dire of circumstance. 

Aureo's powers: Can rewind time round person/animal/object up to a couple hours by touching them to heal/fix them.
RULES:
~ Must maintain firm hold, breaking contact stops the temporal healing.
~ Can only rewind a couple of minutes. To one or two hours (He's never been able to go past two hours, as its always made him pass out from exhaustion.)
~ Temporal Healing causes a constant drain on the caster. If over used it can kill the caster.
~ Can be used on ones self but energy is still drained.
~ After use caster is very weak and sick, and usually starving as well.
~ Can potentially resurect the dead as long as they died within the past two hours and their bodies aren't in too bad a shape. (Ie: He has to be able to touch it: If theres no body theirs no healing.)

As for Bob's power, is a bit complicated. Is Bob himself only affected by this? Because if Bob can potentially jumped ahead through time (basically, rewinding time) falls under "high-level time manipulation".

Bob is the only one who goes, he's never tried to take another human with him as he'd have to power their transition as well ie: double the cost to himself. 
 
And basically he only does time jumps sparingly because like I said it puts severe mental and physical strain on his body using it. Over time he has built up his endurance, but its a very slow costly process (To be clear: He still can't and probably never will be able to jump more than 24 hours ahead or behind. But his ability to make the several small jumps with out the nasty side effects being as severe has increased over time.)

He cannot rewind everyone in a room to where they were five minutes ago, for all intents and purposes to everyone else when he rewinds nothing changes to them. while from his prospective he corrected his actions. Really tho its not a battle type power as it takes time and focus to activate. What its really good for is espionage, and chess... 

You make a small covert move against the enemy. Wait or fast forward a couple hours and see what happened and how they responded. Then just go back and document your findings for future reference. 

Its very handy. 

Bob himself is a noncombatant for the most part. His strategy is to distract the enemy and than haul his fat ass out of there as fast as possible. (either by running, or rewinding (if he has time) to avoid the encounter all together.) His job is to gather intel not brawl.

So, if he time jumps, does he just disappeared to the next day? :think:

Give me an example of how Bobs time-jump works so I can have a better understanding.  It's a bit ambiguous at the moment. xD

EDIT:

I think the problem with the time-rewind is that it should be limited to few seconds-minutes at best. 24 hours makes it broken.

No he doesn't disappear, his body stays there during fast forward. So usually he finds somewhere secluded to do it. So no one comes across him just standing unresponsive in a hall drooling and staring at nothing, usually he pretends to go to sleep. After all, far less awkward to be found dead asleep. Its the consciousness that skips back and forth. Or the soul if you will. And the trip forward will cut off abruptly and slingshot him back if sometime during that skip he was killed outside the fast forward.
 
So, let's see if I'm understanding this correctly.

Bob can fast-forward his mind into the future, say to gather information, his mind (assuming it's not wandering off) get placed into his future body and once that's done, he can rewind his mind back to his past body?

So yeah, as you wished, here's the character I'm working on. I want him to be one of the bad guys later, despite his ideal is a bit different from them. Perhaps if they are able to convince him humans don't deserve to become Specials he may take interest in wrecking havoc

Power:

 
1st Power: Matter Transmutation
– He can transform an object (or raw matter in general) into another.  
Rules:
- He must have and maintain physical contact on the object.
- He cannot transmute living things like humans and animals.
- The object and the thing it is transmuted to must have the same mass and nature. For example, he cannot turn a tiny needle into a buster sword, or turn something made of glass into something made of wood.
 
2nd Power
After the nuclear incident, he has the ability to know the characteristics of an object when he touches it. He will immediately gain knowledge of the object’s measurements, weight, material and defects (if any). The information is lost once he let the object go.

Weakness:

- If he ever attempts to break the rule of mass when transmuting something, a part of his body will be taken away to make up for the unbalance. If the amount is small then he only have cuts on him, but a larger mass can cost him an arm or a leg, or life.
 
- Breaking the law of nature simply means the power won’t work and the object stays the same.

Appearance: Taka is an African-american man standing up to nearly 190 cm tall, with a strong build, long (past shoulder length) dreadlocks and a short goatee. The man has stern hooded eyes that are bright green and a scar across his left one. He is well dressed, almost always wears shirts with rolled up sleeves and trousers.


Status: Anti-Villain


Personality: Taka is a man of facts and science. He is skeptical and would only believe in things he had seen with his own eyes. He is also a responsible man who would work days and nights without sleep if the task given requires him to. If he is left without anything to do for a long time, he would become restless. Then, people may find him doing random things like building complex chain reaction, or calculating how to do a perfect soccer shoot.

 
His biggest downfall would be his temper, especially when he hadn’t slept for a long time. He also has a tendency to overlook other’s feelings and later regretted it, but still too prideful to apologize. He is also very possessive toward things he consider his (his lover, his pen, his room, etc you get the idea), so much so he wouldn’t let anyone touch them without his permission.
 
Despite looking pretty scary to youngsters, he is overprotective and soft when it comes to children. He would appear irritated with them but will eventually give in and let them style his hair or something.
 
Background: When he was a child, Taka was always the ignored child. His parents neglected him in favor of his brother, who wasn’t a Special and thus seemed to be perfect in every way to their parents. Despite all his effort to please his parents, he never got an approval from them. He eventually gave up and withdrew into his own room and hated his whole family. He immediately split to live on his own in Lost City after he turned 18 and worked various jobs to save money for his own education. He got his Bachelor of Science at 25 and dedicated his time to researching Specials.
 
He was inspired by the lectures of one professor in his time in college.  Believing Specials were superior to humans in every way, he began to fantasize about a world where Specials were dominant. Along with several other scientists, he secretly attempted many immoral experiments on animals and homeless people in order to find a way to turn humans into Specials, trusting that the discrimination may stop once Specials become dominant. However, before they could achieve anything, the nuclear explosion had blown all of their researches to bits.
 
He was brought to the Sanctuary by the people who dug him out of what was left of the city. There, he made acquaintance with a young healer who was in-charge of him. At first, he was annoyed by the man, who seemed to be quite nosey about his family life, but eventually Aureo earned his trust and he let the healer follow him around.
 
While wanting to continue his ideal, he had to stay in the Sanctuary for the meantime since he had nowhere else to be and had lost contact with all his fellow researchers (if any of them were alive anyway).
